NOAA Fisheries- MR&D was subcontracted by Lynker for a project with the National Oceanic and Atmospheric Administration (NOAA) Fisheries, where they assisted in coordinating public hearings for a Critical Habitat Conference.

Survey of International Air Travelers (SIAT) - Guam and Saipan Fieldwork

SIAT Project Background

  • Purpose: Sponsored by the U.S. Department of Commerce, the SIAT gathers data on international air travel to and from the U.S.
  • Program: Ongoing since 1983, collecting data monthly at 25 U.S. gateways, including Guam (GUM).

GUM Methodology and Sample Size

    • Goal: Collect 1,036 surveys over 12 months from U.S. and non-U.S. residents.

    • Survey Plan:

      • Guam:
        • 100 surveys in the first month of each quarter (Jan., Apr., Jul., Oct.).
        • 80 surveys per month for Japan-bound travelers the rest of the year.

      • Saipan:
        • 47 surveys every 2nd month of each quarter.

    • Staffing: MR&D provides at least two staff members to handle data collection.
      • Sample: Surveys will target various airlines and international destinations to ensure representative data.

Scope of Work

  • Survey: A 15-minute self-administered questionnaire given to both U.S. and non-U.S. residents, available in multiple languages.

  • Restrictions: Avoid military respondents and those under 18. Only one survey per family.

  • Process: Staff distribute surveys at the departure gate, collect them before boarding, and record flight details.

  • Logistics: Completed surveys and tally sheets are sent to CIC monthly via FedEx.

Terms and Deliverables

    • MR&D Responsibilities:
        • Provide staffing, training, insurance, airport badges, and comply with TSA requirements.
        • Submit monthly reports and ship surveys to CIC for processing.

      • CIC Responsibilities:
        • Pay shipping costs, provide monthly payments, and supply materials and instructions.
        • Support with airport badges and monthly reporting of survey completions.

Relationship of Parties

  • MR&D operates as an independent contractor, not an employee of CIC, and does not receive employee benefits.
