Background

The project aims to support the CNMI’s economic development through a comprehensive study and planning process. This involves conducting assessments, providing recommendations, and building capacity within the Office of Planning and Development (OPD). Key components include:

· Capacity Building: During Phases 1 and 2, the project focuses on not only delivering results but also transferring knowledge and skills to OPD staff, fostering a sustainable approach to economic development.

· Financing Economic Development: An interim report will detail available financing resources, including federal grants, tax incentives, and investment subsidies to support economic development initiatives.

· Draft Report Development (Phase 3): The draft report will summarize current economic conditions, lessons from past efforts, and provide a prioritized list of industries for growth. It will include a matrix of existing plans, recommendations for revising planning goals, and an interim report on financing options.

· Final Report and Closeout (Phase 4): The final report will incorporate feedback from stakeholders and provide a comprehensive roadmap for economic recovery and growth. The closeout phase will include project documentation, stakeholder feedback, and a smooth transition of deliverables to the client.

· Transcends Consulting: Led by Joe C. Guerrero, this firm has experience in various sectors including real estate, finance, and tourism. The team includes experts in economic research, data analytics, and sustainable development.

· Market Research and Development, Inc. (MR&D): A local firm specializing in market research and business development, MR&D will handle quantitative and qualitative research.

· Ruder Integrated Marketing Strategies (RiMS): Provides marketing, communications, and strategic planning services, supporting community outreach and public engagement.
